Publisher’s Note
================
With five million young Europeans looking for a job, the
Commission this week launched Youth on the Move, a
Communication aimed at making education and training more
relevant to their needs, and encouraging them to take
advantage of EU grants to study or train in another country.

Youth on the Move is a welcome move to boost young people’s
employment prospects, particularly in the area of promoting
learning mobility. A concern, expressed by EUROCHAMBRES, is
that the paper is “weak on measures” and places too heavy a
reliance on public bodies for its delivery. So while the
Commission’s aims are laudable, Youth on the Move needs
to deliver to make a real difference.

Euro-Parliament Watch
———————
Economic and Monetary Affairs Committee MEPs welcomed
Commissioner Olli Rehn’s efforts to “fast-track” the EU
economic governance package. The aim is to have the
legislation, which should reinforce fiscal surveillance
and management of macro-economic imbalances across the
EU, approved before the next summer break.

Parliament’s political groups devoted most of the week to
preparing for the 20-23 September plenary session. The
agenda includes a final vote on setting up a new system of
financial market supervision, legislation on securing
Europe’s gas supplies, ensuring proper monitoring of the
adverse effects of medicines, setting minimum standards for
air accident investigations and restricting use of biocides.
