    The Commission is urging a radical rethink of how education and training systems deliver the skills needed by the labour market in Europe. With youth unemployment close to 23 per cent across the EU, a new report calls for better focus on learning outcomes and competences acquired, specifically entrepreneurial skills and a sense of initiative.

    The message is that education systems need to be more flexible in how they respond to the needs of society. While the Commission insists this is not just about money, a key element of EU education policy is the EUR 19bn Erasmus programme, under threat from budget cuts at today’s summit.
