    Spain’s Extremadura region was the enticing venue last week
    for EU farm ministers meeting to review options for the
    future of the Common Agricultural Policy. With food
    production subsidies accounting for around 40 per cent of
    total EU spending, the Commission plans to present proposals
    for a reworking of the policy in November, with a view to a
    new CAP coming into effect on January 1, 2014.

    Member States are staking their positions. Britain leads a
    small group opposed to what it sees as a costly system of
    subsidies to bolster an inefficient farming industry. France
    and Germany, the main beneficiaries of farm subsidies, have
    pledged to defend the CAP from deep cuts. Signs are that
    even they understand the need to revise traditional criteria
    for subsidies. The issue is how far to go and at what speed.
