A not so happy birthday for the Small Business Act, a
package of measures to boost small business and SME-
friendly principles to guide EU policy-making, say Europe’s
SME organisations. Adopted a year ago, Member States have
yet to fully implement measures on State aid reform and
reduced VAT rates, while the delayed late payments directive
will provide limited help to SMEs in its current form.

The biggest shortcoming, however, has been lack of respect
for the ‘Think Small First’ principle, whereby all new EU
measures should be easily understood and applied by all
SMEs and contribute to a simpler regulatory environment.
Today, says employers’ organisation UEAPME, “these
words remain largely on paper”.
